Definition: Estimated percentage of youth ages 12-17 receiving psychological or emotional counseling in the previous 12 months, among those needing help for emotional or mental health problems (e.g., in 2015-2016, 37.7% of California youth needing help for emotional or mental health problems received counseling in the previous year).
