Definition: Percentage of children ages 0-17 who enter foster care for the first time between January and June and stay in care for at least 12 months, by number of out-of-home placements after one year in care (e.g., among California children entering foster care for the first time between January and June in 2017 and staying in care for at least 12 months, 32.2% lived in three or more placements during their first year in care).
