Definition: Estimated percentage of children ages 0-17 with special health care needs (CSHCN) who have health insurance coverage at the time of survey and no gaps in coverage during the previous year (e.g., in 2011-2012, among California CSHCN, both insured and uninsured, 87.6% had consistent health insurance coverage).
