Definition: Estimated percentage of women with a live birth who before age 14 were in foster care or were removed from their homes by a court or child welfare agency, by prenatal insurance coverage type (e.g., an estimated 1% of privately insured California women with a live birth in 2013-2014 had been in foster care or removed from their homes by a court or child welfare agency).
