Definition: Estimated percentage of women with a live birth who before age 14 had a parent or guardian who got in trouble with the law or went to jail, by prenatal insurance coverage type (e.g., an estimated 7.2% of privately insured California women with a live birth in 2013-2014 had a parent or guardian who got in trouble with the law or went to jail).
