Definition: Estimated percentage of children ages 0-17 with special health care needs (CSHCN) whose families experienced and did not experience difficulties or frustration accessing needed early intervention programs, childcare facilities, vocational education and rehabilitation programs, or other community services in the previous year (e.g., in 2009-2010, 35.2% of California CSHCN had difficulty accessing community-based services in the previous year).
